The people employed by CIL/NCL are its major assets and training &  development of these human resources is a key investment strategy for individual and organizational success. NCL provides systems and resources to meet the training and development needs of its employees through its institute named Central Excavation Training Institute, to fulfill organizational skill requirements and to provide individuals with career growth opportunities. Broadly stating, it is NCL’s policy to provide employees with training and development opportunities consistent with operational requirements, occupational categories, and skill requirements.
CETI, located at NCL HQ, Singrauli, is a group training institute providing regular training to the employees both executives and non-executives of NCL. The aim is to better the performance of Individuals and groups in organizational setting. It is a combined role often called human resources development (HRD) meaning the development of “Human” resources to remain competitive in the marketplace and achieve short term and long term goals of the organization.
Training is given on four basic grounds:
1.  New candidates who join the organization are given training. This training familiarizes them with the organizational mission, vision, rules and regulations and the working conditions.
2.   The existing employees are trained to refresh and enhance their knowledge.
3.   If any updations and amendments take place in technology, training is given to cope up with those changes. For instance, purchasing a  new equipment, changes in technique of production, computer installation. The employees are trained about use of new equipment and work methods.
4.   When promotion and career growth becomes important, training is given in order  that employees are prepared to take over the responsibilities of the higher level job.
The benefits of training can be summed up as:
1.    Improves morale of employees- Training helps the employee to get job security and job satisfaction. The more satisfied the employee is, the greater is his morale, the more he will contribute to organizational success and the lesser will be employee absenteeism & turnover.
2.    Less supervision- A well trained employee will be well acquainted with the job and will need less of supervision. Thus, there will be less wastage of time and efforts.
3.    Fewer accidents- Errors are likely to occur if the employees lack knowledge and skills required for doing a particular job. The more trained an employee is, the less are the chances of committing accidents in job and the more proficient the employee becomes.
4.    Chances of promotion- Employees acquire skills and efficiency during training. They become more eligible for promotion. In the process they become an asset for the organization.
5.    Increased productivity- Training improves efficiency and productivity of employees. Well trained employees show both quantity and quality performance. There is less wastage of time, money and resources if employees are properly trained.
6.    Helps in optimizing the utilization of human resources.
7.    Helps in creating a better corporate image.
8.    Helps in inculcating the sense of team work, team spirit, and inter-team collaborations.
9.    Helps in improving the health and safety of the organization thus preventing obsolescence.
Purpose and Goals
The purpose of the training and development function is to:
a.    Organize and facilitate learning and development.
b.    Expedite acquisition of the knowledge, skills, and abilities required for effective job performance.
c.    Provide employees with career growth opportunities consistent with corporate goals, objectives, and strategies.
Training and employee development programs are designed to be effective, efficient, and timely, using sources, methods, and strategies consistent with the following goals:
a.    Ensure the availability of human resources to meet present and future organizational needs.
b.    Ensure linkage with corporate goals and business strategies.
c.    Provide learning experiences that are responsive to the training and development needs of NCL’s employees.
d.    Make instruction timely, using the most cost-effective methods.
e.    Reduce organizational training costs while increasing learner retention and proficiency.

Objectives
Training and development activities at HRD/CETI are planned on the basis of need and demand to enable employees to meet one or more of the following objectives:
a.    Upgrade or maintain proficiency in their current jobs.
b.    Learn new mining procedures or technologies.
c.    Acquire job-related knowledge, skills, and abilities after selection for or assignment to a specific position or duty.
d.    Develop knowledge, skills, and abilities as part of the succession planning and leadership development process.
e.    Obtain and enhance knowledge, skills, and abilities unrelated to their present duties in order to attain self-determined goals or career objectives.
Training and development activities also serve to enable managers, staff personnel, technical specialists, and others to keep abreast of new ideas, techniques, and concepts that may apply to mining operations or to a professional occupation.

1.   PROVIDING TECHNICAL AS WELL AS GENERIC SKILLS TRAINING/SOFT SKILLS AT CETI
•    Focus is on up-gradation of Knowledge, Skills & Abilities of employees by providing them In-house Technical as well as Generic Skills Training which will not only put our employees at a distinct advantage over others but also increase their competitiveness, efficiency, and productivity.
•    A total of 1507 employees were trained at CETI in 2019-20 excluding 933 employees trained in Seminars.
•    A total of 4273 Employees of NCL were imparted training at CETI & its VTCs (In- House), Outside Institutions (IICM, Abroad etc.) in 2020-21.
•    A total of 43 variety of training programs were executed at CETI from both the technical and generic fields.
•    Special focus is the Initiation and expansion of a variety of Generic Skills Training/Soft Skills Training at CETI i.e., domain-independent knowledge for fostering balanced Skill Development of our employees placed across different job profiles, thereby converting our Institute into a full-fledged training institute which was till now focusing only on technical training and we had to rely on outside Institutions like IICM and other Management Institutes for Generic Skill Training, which is benefitting only a few of our employees.
2. SIMULATOR BASED TRAINING
I. Simulator Based Training
A. Universal Simulator For Dragline, Shovel & Dozers
In addition to the already existing BEML Dumper Simulator, NCL has commissioned a Universal Simulator for Dragline, Shovel & Dozers on 21st August, 2019.
Universal Equipment Simulator is suitable for simulating the operations of
a. 24/96 Dragline -Model W2000,
b. 10 Cum ER Rope Shovel- Model-P&H-1900 AL
c. 410   HP Dozer- Model -BD 355 Dozer
in open cast coal mines of NCL, Singrauli , M.P.
• Universal Simulator trains Operators on Dragline & Shovel Dozer through a single machine. This will help in improving the safety, operation and maintenance of these machines.
• The Operator cabins are Modular units resembling specific HEMM viz. Dragline, Electrical Rope Shovel & Dozer. It is similar to OEM supplied operator cabin with real OEM components, machine controls and instruments. It also includes software functionally specific to the real equipment that is being simulated.
• The Simulator has 6- Degree of freedom motion base, so as to simulate dynamic effects like Front- thrust due to braking, back thrust due to acceleration, side thrust due to turning and cabin jerks etc. It shall be able to simulate in-cabin sound effect, and different operating conditions like rain, fog, dust, night- operations, slippery road conditions, fire hazards, etc.
• Universal Equipment Simulator simulates dynamic effects transferred on operator’s seat during the operation. It shall submit the trainee to training scenario, ranging from easy to difficult situations, how to handle the equipment during emergency.
• The activated simulator can accommodate approximately 10 persons training at the same time.
B.Dumper Simulator

The BEML-Dumper Driving Simulator (BDDS) - an indoor driving simulator provides basic and advanced training of driving off-highway 100 T & 120 T Haul Truck to the trainees. It transforms them into skilled Haul Truck drivers by phasing the training through increasing level of complexity, in all kinds of terrain, visibility and weather conditions.
Refresher training to existing dumper operators of NCL and other subsidiaries, Induction training to new trainee operators and Evaluation (assessment) and re-training of existing operators is undertaken at CETI which makes them aware of the various facts related to operational features and also updates their knowledge.

BEML Dumper Simulator

1. APPRENTICESHIP TRAINING
NCL has successfully implemented the Apprenticeship training Scheme (ATS) as per The Apprenticeship Act, 1961 for Trade Apprentices and engaged its 1st  ,  2nd , 3rd & 4th batch of Trade Apprentices,  i.e. 306, 311,1092 & 428 candidates respectively for Apprenticeship Training in various designated trades viz. Welder, Electrician, Fitter& Motor Vehicle Mechanic.

2. SKILL DEVELOPMENT
NCL has been regularly providing skill development training to its employees. In line with the Government of India's National Policy for Skill Development and Entrepreneurship 2015, NCL has undertaken Skill Development Training to its  Youths/Project Affected Persons (PAPs) of Singrauli and Sonbhadra region as part of its own initiative and is training 480 youths during the FY 2020-21.
AT NCL Mining Skill Centre 04 batches of 120 in each trade have been started in Jan-Feb, 2021 as Pilot phase of training in CETI & VTC, Jhingurda as Makeshift training centre till the Mining Skill Academy buildings gets ready at CWS, Jayant.

3. INTERNSHIP TRAINING/VOCATIONAL TRAINING
NCL has been regularly providing Vocational Training to its own Employees as well as Contractual Workers engaged in mines for their skill up gradation at Central Excavation Training Institute (CETI) and at the 10 Vocational Training Centers (VTCs) located at each project of NCL.
Internship Training is provided to a record number youths majorly from Technical-B.Tech & B.Sc. and Management-MBA & BBA field from in and around the country  and the notable point is that not a single candidate has been denied the opportunity to get trained at NCL.
A total of 111 college students/youths majorly from Technical-B.Tech, B.Sc., Management-MBA & BBA field have been provided Internship Training/ Vocational training at NCL from April 2020 till March 2021.

A GLIMPSE INTO SOME OF THE SPECIAL TRAINING BEING IMPARTED AT CETI
STATE-OF-THE-ART TRAINING CENTRES BY OEMS

• 04 OEMs who are the major HEMM suppliers of NCL have been offered to set up State-of-the-Art Training Centers for Employees, Contractual Workers & Project Affected Persons of Northern Coalfields Limited.

• Meetings have already been conducted with the concerned OEMs and further letters have been sent to explore the possibility of the same.
• Positive response have been received from all the OEMs.
• GMMCO has agreed to do it.
• This training facility will be opened in the Skill Development Centre, in front of CWS, Jayant.
• OEMs will be responsible for faculty/trainer, training equipment, machines, the type and duration of training etc.
• M/S GMMCO, Authorized Dealers of M/S Caterpillar have already provided a simulator to NCL (Free of Cost) and the same has been installed at CETI. One the crisis situation due to Corona Pandemic eases out, Training of PAPs and local youth shall be started with this simulator.

SPECIAL FOCUS ON THE DEVELOPMENT OF WOMEN EMPLOYEES OF OUR COMPANY
• HRD Deptt. continuously undertakes special training programs at CETI, Singrauli targeting the Development of its 548 Female Employees, as part of the MoU Commitment  under HR, as detailed below:
• The above Initiatives are specifically undertaken for fostering Work-Life Balance & Development of Women Employees in our Company. The expectation through these programs is to promote balanced Skill Development of our Women employees placed across different job profiles thereby not only putting them at a distinct advantage over others but also increasing their competitiveness, efficiency, and productivity. The agenda is Holistic Development with the undertone of Inclusivity as it is rightly said that Development cannot be sustainable if it is not inclusive and fair.

Cross-Subsidiary Training Program
NCL has started the “Cross-Subsidiary Training Program” based on various benchmark systems developed by NCL for sister subsidiary executives (Senior & Middle level) envisioning their practical exposure to the best practices being observed and followed in NCL. It has benefitted 169 executives across subsidiaries.
Online Training at CETI
CETI has provided In-house training to around 600 employees in FY 2020-21 in online mode during the Covid-19 pandemic. The training were hosted in online mode by using Smart Teaching Device, Camera and Microphone system available at CETI. The trainees participated through personal mobile/ laptop at their home or PCs at VTCs.
*This does not include the Outside Training in online mode hosted by IICM or other organizations in the country.       
COMPANY’S FOCUS ON EMPLOYEE-BASED WELLNESS PROGRAMS & STRESS-FREE LIVING
Yoga Workshops & Stress Management Workshops are regularly conducted at the Yogshala at CETI, NCL for the well-being, betterment, and health of employees, providing them various tangible and intangible benefits such as fostering a healthy work culture and improve employee engagement and productivity, and combating rising health issues and health care costs. The workshops intend to build a healthy balance between the body, soul and mind.

SIMULATOR TRAINING# A RARE OCCURRENCE-THE GEMS OF COAL INDIA AT ONE PLACE

UNDERGROUND TRAINING
At present 63 Executives and 17 Non- Executives of NCL are undergoing mandatory Underground Training at various subsidiaries of Coal India Ltd, as NCL is an opencast coal mining area, and it is of utmost importance to make our employees well versed with the basics of both the Coal Mining Methods: surface or opencast mining, and underground mining.
TRAINING ON RETIREMENT PLANNING
Adding another feather in its cap, CETI has taken up the mammoth responsibility of providing Training on Retirement Planning to all the employees (both Executives and Non Executives of NCL) at the verge of their superannuation, keeping in view the fact that vast no. of employees will be retiring from the services in the near future.

Usage of Digitization # e- CLASSROOMS - As a Nodal Training Centre, CETI has been equipped with technical facilities like provision of e- Classrooms in four of its classes (learning system based on formalized teaching but with the help of electronic resources/ technology-based learning or a network-enabled transfer of skills and knowledge).
As a Nodal Training Centre, CETI has been equipped with technical facilities like the provision of e- Classrooms in four of its classes (a learning system based on formalized teaching but with the help of electronic resources/ technology-based learning). E-learning or "electronic learning" is an umbrella term that describes education using electronic devices and digital media. It can also be termed as a network-enabled transfer of skills and knowledge.
While teaching can be based in or out of the classrooms, the use of computers and the Internet forms the major component of E-learning. Through E-learning, the delivery of education/training is made more effective. This will render trainees with content that is more dynamic and engaging than textbooks and a whiteboard and a monotonous lecture. The e-Classrooms will enhance or multiply the effectiveness of teaching efficiency or capability of trainers as well as the grasping capacity of the trainees by providing them direct access to the internet and its resources.

MDI (Management Development Institute)has been constructed at CETI Campus having a new Hall which can accommodate 200 persons. It also has 5 Classrooms having a seating capacity for 40 persons per room.
ACCOMPLISHMENTS OF CETI
Cross-subsidiary Training Program showcasing the various systems /best practices developed at NCL which have become a benchmark for the Coal Sector
NCL has designed a “Cross-subsidiary Training Program” based on various benchmark systems developed by NCL for sister subsidiary executives (Senior & Middle level) envisioning their practical exposure to the best practices being observed and followed in NCL enabling them to channelize their respective companies towards new horizons.
NCL has made initiatives in many areas such as Advanced Mining Technologies, Renewable Energy, Environment, Alternative uses of bi-products/waste management, clean coal technologies, climate change, waste management, carbon capture utilization, efficiency improvement and cost reduction.
The training will highlight the best practices from all the core departments of NCL that influence the productivity of NCL and collectively make it a well-performing subsidiary of Coal India.

Construction of the MDI (Management Development Institute)

Management Development Institute (MDI)
A Management Development Institute (MDI has been constructed at CETI Campus which will cater to the training needs of a large no. of employees. The centre will function as an institute of excellence and will also provide subsidiary related training to the Executives as well as new Management Trainees, basic training to the employees. The MDI will also help us is convening Seminars / Conferences/ Exhibitions/Workshops etc.
It has a new Hall which can accommodate 200 persons. Also, 5 Classrooms having seating capacity for 40 persons per room has been constructed.
Setting up of Mining Skill Academy under the aegis of NCL
NCL has opened a Mining Skill Academy and is in the process of developing it as Centre of Excellence. It will help local youths of the operating Districts of NCL in their skill development and getting employment in different industries. The establishment of this Centre will also help NCL in getting good quality manpower. It is being run in association with Skill Council for Mining Sector (SCMS) with student capacity of 480 in different disciplines such as Mine Welders, Mine Electricians, HEMM Mechanics, Data Entry Operators.
For the purpose old CMPDI building has been allotted to HRD and it is likely to be ready after renovation by September-October.
Presently, the training is going on in CETI and VTC, Jhingurdah Project.
Adopting existing Government ITI, Singrauli and Developing it as Centre of Excellence, NCL
NCL has signed MoU with MSME Tool Room, Indore (Indo-German Tool Room, Indore/ Ministry of MSME) and Government ITI, Singrauli, Directorate of Skill Development, M.P. for adopting existing Government ITI Singrauli and establishing it as Centre of Excellence. The development of Govt. Industrial Training Institute, Singrauli as Centre of Excellence will have manifolds advantages.

VISION DOCUMENT FOR FURTHER ENHANCING THE EFFECTIVENESS OF CETI/HRD AS A CENTER OF EXCELLENCE IN DEVELOPING THE HUMAN RESOURCE OF NCL
REDESIGNING AND REDEVELOPING THE INFRASTRUCTURAL BASE OF THE TRAINING CENTRE LIKE:
a.Up-gradation of the library of the institute with manuals of the latest machines and books on latest technologies.
b.A modern canteen with dining space for 150 persons.
OPENING OF E-LIBRARY PLATFORM AT NCL AS A NEW INITIATIVE UNDER THE AEGIS OF HRD DEPARTMENT.
In line with the advent of technological development and digital transformation in every sphere of our industry, an e-Library platform is being opened as a new initiative at NCL under the aegis of HRD Department which will contain information related to the Coal Industry, Educational Content, Human Resource Related Content, Technical, Environmental, Women and Life Management Related Material.
